Empty Bills, Invoices and Payments screens show every next step

A screen with nothing in it now shows one message with every way forward inside it, instead of a header with nothing left to hold. A new company sees this on half of Money in and out and on Capital.

Blank screens open on one answer

Bills, Payments, Invoices, Financing and Equity awards no longer draw their header while the list is empty. Before, the header held only a lone How bills work link at the top right, and on a phone a lone ⋯ menu on a row of its own. The message now carries the primary button, such as New bill, and the other ways in as quiet links under it, with the guide last.

• Financing keeps Import from Clerky in the message, and Invoices keeps Credit notes.
• Invoices no longer says "Learn about invoicing" twice. The guide is one link.
• Equity awards hides the empty Expense by month section until there is an award or a run.
• On Investors, Share with an investor moves into the message while you have no link. The intro stays, because it says what an investor can and cannot see.

Once a list has a row, its header, tabs and buttons are back as before.

Fixes and improvements

• A menu or popover opened from the keyboard, with Enter or Space on its button, now appears fully drawn at once, and one closed with Escape disappears at once. Opening with a click still fades in over 160 milliseconds.
